ASBL 36 Lloyd Chapman Reveals a Big Pentagon Con

In 1989, Lloyd Chapman began beating the Pentagon in court, exposing how it gives small business contracts to big businesses.

In retaliation, the Pentagon launched the Comprehensive Subcontracting Plan Test Program, which hides its continuing malfeasance in the awarding of small business contracts.

Lloyd describes all that and more in this fascinating conversation. For instance,

The 1953 Small Business Act, which created the Small Business Administration (SBA), is the largest economic stimulus plan ever passed by Congress. It has been essentially repealed, in Lloyd’s opinion, by the Pentagon’s retaliation and other federal moves.

“Decades and decades and decades of anti-small business policies” have diverted money away from small businesses and to big businesses, devastating the middle-class economy.

The law says 23% of federal contracts must go to small businesses. 99.9% of all firms are small businesses. If the government complied with the law (which it doesn’t), 77% of federal contracts can go to the one-tenth of one percent of firms that are big businesses. Does that make sense?

But it’s worse than that. Our legal victories, plus Congressional investigations and reports by the SBA’s Inspector General, have found that up to 97% of small business contracts go to big businesses.
